The question of responsibility is a tricky one. Some bosses prefer to handle interpersonal issues themselves, whilst others habitually delegate such matters to their PA or assistant.

Communicate – If we were only to offer you one tip, it would be this! Keep the channels of communication open, fair and civil. In the workplace there should be a certain level of decorum observed, regardless of emotional states.
Listen – Gathering information is a key part of a PA’s job. In terms of conflict resolution the skills are no different. Feeling that they’ve been heard can often relieve a colleague’s mood significantly.
Depersonalise the issue – Try removing the personal connotations of a problem. For example, instead of “her vs. him” try to create an atmosphere of “us vs. the problem”
